La Paz, Mexico is a very international and cosmopolitian city. You are just as likely to hear Portuguese, Italian, and French as you are to hear English. It is also a good jumping off spot to visit Todos Santos - where there is great surfing.
One must see is Espiritu Santo - which Lonely Planet calls "a treasure of shallow azure inlets and sorbet-pink cliffs." Hiking, swimming, diving, and snorkeling with whale sharks are also popular activities.

When you are ready to leave hope on the ferry to Mazatlan. Departures are every Monday, Wednesday, and Friday at 3pm and arrive in Mazatlan the next morning. I recommend splurging for a cabin.
